NEET UG: The Puducherry government has directed the Jawaharlal Institute of Postgraduate Medical Education and Research (JIPMER) to expel a medical college student who had been admitted to the MBBS seat violating domicile rules. This student took admission in the MBBS course for the academic year 2024-25 under the internal quota of JIPMER Puducherry. In a letter sent to JIPMER deans, Dr S Sewell, director (health) and nodal officer (medical education), said that a student named D Guru Prasad appeared in JIPMER counseling round 3 (Puducherry internal quota ) and in rounds 1 and 2 in Tamil Nadu had claimed both seats in the government on advisory.
According to the Times of India news, the Directorate of Health and Family Welfare Services, Puducherry has verified the Tamil Nadu state quota list and Round 3 NEET UG counseling posts released by MCC. Upon verification, it was found that D Guru Prasad was allotted seats in JIPMER Puducherry in Round 3 of MCC’s NEET UG counseling (seats under internal quota) and under state quota in Round 1 and Round 2 in Tamil Nadu.
Sewell said, “In such a situation, admission of Thiru D Guru Prasad to MBBS seats in JIPMER Puducherry and Karaikal under the internal domicile quota of Puducherry UT is cancelled/stopped.” D Guru Prasad has also been ordered to appear for questioning.
This is not the first case of violation of domicile rules. Even before this, many students from Tamil Nadu and Kerala were removed from the MBBS admission list in Puducherry. During the investigation, it was discovered that these students had also obtained two domiciles in more than one state to avail the benefit of state quotas.

Those who wanted to take admission in Punjab state quota MBBS seats by violating domicile rules were excluded from the MBBS admission process. These candidates had allegedly obtained domicile certificates from more than one state, which is against admission rules.
As per the rules, candidates have to submit an affidavit that they are not availing the benefit of residency in any other state or union territory for admission to the MBBS course.
The domicile certificate is a very important official document for admission in state quota MBBS seats in any state. This confirms a person’s residency in a specific state. This certificate is proof of a person’s permanent residence. As per MBBS admission rules, a candidate cannot apply for state quota in more than one state.
