As part of this drive, sources say the MCA has made several new appointments, including setting up a dedicated team of Indian Corporate Law Service (ICLS) officers to execute the Internship Scheme, which was announced by Finance and Corporate Affairs Minister Nirmala Sitharaman in Budget 2024.
The ICLS officers selected for this initiative will be based at the MCA headquarters in New Delhi. Their primary responsibility will be to oversee the implementation and management of the internship programme, ensuring its smooth integration with the participating companies.
The Ministry of External Affairs has initiated parallel consultations with HR heads of companies in Delhi and Mumbai to finalise the framework of the scheme. According to sources, these discussions have so far involved less than 50 major companies, and the Ministry plans to expand the consultations in the coming weeks.
Key proposals to emerge from these consultations include listing the top 500 companies, based on their average CSR spend over the past three years, on a dedicated internship portal. The MCA is expected to recommend the number of internship opportunities each company should offer. In addition, companies will be required to appoint a nodal officer to ensure the scheme is implemented effectively.
Officials have indicated that the detailed framework of the plan will be formulated once the consultation process is completed. The MCA plans to refine the contours of the plan based on feedback received in upcoming consultations with businesses.
This ongoing dialogue is expected to shape critical aspects of the program, including a proposed reward system to recognize top-performing companies and interns, as well as requirements for workplace safety measures and the assignment of supervisors or mentors to each intern.

The Ministry is also planning to set up a helpdesk to address issues and complaints related to the programme and will encourage companies to improve the interpersonal and employability skills of interns.
This internship programme is part of a broader package announced in Budget 2024, which aims to provide employment and training opportunities to 4.1 million youth over the next five years. The headline outlay for these initiatives has been set at Rs 2 lakh crore, reflecting the government’s commitment to enhancing employability and supporting the transition from education to the workforce.
As MCA accelerates its efforts, the next few months will be crucial to finalizing and launching what is expected to be one of the most comprehensive government internship programs in the country.
