Ministry of Labor launches centralized portal for construction workers | Economic and Political News

The government on Wednesday launched a portal where construction workers can register to avail benefits under various schemes.

The portal, named the Construction and Other Workers (BoCW) Management Information System, was launched during a review meeting chaired by Labour Secretary Sumita Dawra.

The portal will function as a centralized data management system for compilation and analysis of data obtained from BoCW social welfare boards of states.

The Labour Secretary has asked the States/UTs to register on the portal and update their details including utilisation of funds, incorporation of data regarding registration of workers under various central and state schemes, relating to social security benefits, insurance, health benefits and housing schemes, among others.

During the meeting, it was also noted that there are currently around 57 million workers registered with the building and construction workers welfare boards of various states and union territories across the country, with cumulative tax amounting to around Rs 1.15 trillion.

Of this amount, the boards have spent over Rs 66,000 crore to provide benefits under various welfare schemes to these workers.

“The ministry is also working with state BoCW social welfare boards to extend benefits of various central government schemes to BoCW workers using BoCW cess funds. As a result, Ayushman cards for health benefits have been approved for 13 million BoCW workers under the Pradhan Mantri Jan Arogya Yojana (PM-JAY) scheme. Over 85,000 workers have been covered for insurance under the Pradhan Mantri Jeevan Jyoti Bima Yojana (PM-JJBY) scheme, and another 1,24,000 workers have been covered for disability protection under the Pradhan Mantri Suraksha Bima Yojana (PM-SBY) scheme,” the labour ministry said in a statement.

States and Union Territories were also asked to expedite integration of BoC workers’ data with the Ministry’s E-Shram portal to enable access to various schemes as a one-stop solution for unorganised sector workers.

The review meeting also took stock of the preparedness of states and Union Territories with regard to harmonisation and finalisation of draft rules under the four new labour codes. The Labour Secretary asked the states to expedite their rules with regard to the draft central rules to ensure consistency across the country.

“To promote collaboration between the states/UTs and the central government on the issue of labour reforms, the Ministry will organise six regional meetings with the states/UTs during the next two months at different places,” the statement added.
