Over a million Uttar Pradesh government officials risk losing their salaries if they fail to declare their assets by August 31 | Personal Finance

The Yogi Adityanath-led Uttar Pradesh government has given a final ultimatum to its employees: declare their assets by August 31 or face dire consequences. Over 1.3 crore state government employees are yet to submit their property details through the Manav Sampada portal.

A notice issued by the UP government, reviewed by Business Standard, states: ‘All officers and employees are hereby informed that it is mandatory to register details of movable and immovable assets for the financial year 2023-2024 on the departmental assessment portal (Manav Sampada) by August 31, 2024. Failure to do so will result in them being marked absent and will not receive their monthly salary. This will come into effect from August 2024 salary onwards till the registration process is completed.’

The notice also said, “Employees who have not registered on the portal for FY 2023 by August 31, 2024, despite repeated instructions, will be considered absent from work and necessary action will be taken as per departmental guidelines.”

According to a report by NDTV, despite multiple extensions, only around 26% of the 1.78 million government employees in Uttar Pradesh have completed the necessary formalities. The government had initially set the deadline for December 31, 2023.


What is Manav Sampada?

Manav Sampada is an integrated Human Resource Management System (HRMS) designed for government departments. Its primary function is to streamline and digitize HR processes such as recruitment, appointment, promotion and transfer. “The system helps maintain and protect employee data in electronic format, making it easier for departments to effectively manage their workforce,” according to the official portal.

Originally implemented in Himachal Pradesh, the Manav Sampada portal has now been adopted by several states and departments including Uttar Pradesh, Jharkhand, Bihar (Forest), Maharashtra (Jal Pradhikaran), Chandigarh, Punjab and others.


Steps to register for Manav Sampada

If you are a government employee who wants to register on the Manav Sampada portal, here is a step-by-step guide:

1. Visit the official website: Go to http://ehrms.upsdc.gov.in

2. Access:Click “Sign in to eHRMS” in the top right corner of the home page.

3. Enter details: A login pop-up window will appear. Fill in the requested details such as department name, user ID, password and captcha code.

4. Create a new user:Once logged in, click “Create New User” to register a new employee.

5. Provide employee details:Enter the employee details including name, date of birth, gender, joining date, department and other relevant information.

6. Send and generate credentials:After re-verifying the data, click “Submit”. The system will automatically generate a user ID and password for the employee.


How to file property declarations in Manav Sampada

Filing a property declaration is mandatory. These are the steps:

1. Access:Access the portal and locate the section related to the property listing.

2. Select a reporting officer: Select the appropriate reporting officer for your submission.

3. Fill in the details:Enter the details of the Annual Property Declaration (APR) for the current and previous years.


4. Classify your assets:


Real estate assets:Land, houses, shops and other buildings.


Liquid assets:Stocks, money market instruments and government bonds.


Personal property:Furniture, gold and other personal property.


Pension fund:Amounts deducted by the worker.


Life insurance: Policies adopted by the employee.


Debts and liabilities: Any debt or other financial obligations.

5. Save and Send: Once all the details have been entered, save the form and submit it to the reporting officer.
