The Food Ministry plans to modernize nearly six-decade-old regulations on sugar production, storage and pricing to bring them in line with technological advances.
In this regard, the Ministry of Consumption, Food and Public Distribution has published the draft ‘Sugar Control Order, 2024’.
The Ministry proposes to review the Sugar Control Order of 1966 due to technological advances in the production process.
“…there are multiple changes in the sugar sector which make it necessary to modernise the existing Sugar Control Order of 1966,” the ministry said in issuing the draft.
The draft order details the government’s power to regulate sugar production, as well as restrict its sale, storage and disposal by producers and distributors.
The Ministry has invited interested parties to submit comments on the draft by September 23.
On the power to regulate the price of sugar, the Bill says: “The Central Government, while making any order relating to the sale price of sugar… shall take into consideration the fair and remunerative price (FRP) of sugarcane, the approximate and average conversion cost for production of sugar from sugarcane/beet, and the average revenue earned from by-products generated in the process of production of sugar.”
The bill also details the government’s powers regarding inspection, entry, search, sampling and seizure in relation to sugar production.
The central government or the state government may issue orders that no sugar or its by-products shall be manufactured from sugarcane except under and in accordance with the conditions specified in the licence issued to the producer, the draft said.
It also specifies the power of the central government to restrict the sale, storage and disposal of sugar by producers and traders.
