DGGI sends notices of unpaid GST claims of ₹220 crore to 7 institutes, including IIT Delhi: Sources

Recently, seven educational institutions and universities across India received Goods and Services Tax (GST) show-cause notices from the Directorate General of GST Intelligence (DGGI), demanding unpaid taxes amounting to 220 crores.

According to sources, the institutions include IIT Delhi, Punjab University, Sree Chitra Tirunal Institute of Medical Sciences and Technology, Sponsored Research and Consultancy Centre (Anna University), Shanmugha Academy of Arts, Science, Technology and Research, Amrita Vishwa Vidyapeetham and Kalasalingam Academy of Research and Education.

“The seven institutions were issued show-cause notices in early August for non-payment of GST on grants they received from government and non-government agencies for conducting research,” sources revealed.

The DGGI maintains that the provision of R&D services by these institutions to entities like CSIR, ICMR, SERB and other government or private organisations in exchange for grants does not qualify for GST exemption. Therefore, these institutions are required to pay GST on the grants they have received, according to sources.

“The DGGI notice to the University of Punjab is for 4 crores, IIT Delhi for 120.3 crore, Sree Chitra Tirunal Institute of Medical Sciences and Technology for 7.3 crores, Sponsored Research and Consultancy Centre (Anna University) for 5.4 crore, Shanmugha Academy of Arts, Science, Technology and Research for 10 crores, for Amrita Vishwa Vidyapeetham 63 crore and Kalasalingam Education and Research Academy for “10 crore approximately,” the sources added.

It remains to be seen whether these institutions will comply with the demand or seek relief from the government.
