R&D grants to universities and institutions to be exempt from GST: Uttarakhand FM

Uttarakhand Finance Minister Premchand Aggarwal has said that research and development (R&D) grants to universities and institutions will now be exempt from goods and services tax (GST).

The decision was taken at the 54th meeting of the GST Council held on Monday, September 9, chaired by Finance Minister Nirmala Sitharaman.

Seven educational institutions and universities across India received GST Justification Notices of the Directorate General of GST Intelligence (DGGI) in August, demanding unpaid taxes worth 220 crores.

According to CNBC-TV18 sources, the institutions included IIT Delhi, Punjab University, Sree Chitra Tirunal Institute of Medical Sciences and Technology, Sponsored Research and Consultancy Centre (Anna University), Shanmugha Academy of Arts, Science, Technology and Research, Amrita Vishwa Vidyapeetham and Kalasalingam Academy of Research and Education.

The DGGI had held that R&D services provided by institutions to entities such as CSIR, ICMR and SERB in exchange for grants did not qualify for GST exemption. Accordingly, these institutions were required to pay GST on the grants received by them.

Asked what would happen to the existing GST notices, Aggarwal said he had no information on them.
