Cabinet approves ₹3,435 crore PM-eBus Sewa scheme to deploy 38,000 electric buses

The Union Cabinet has given the green light to the PM-eBus Sewa-Payment Security Mechanism (PSM) scheme. This initiative aims to procure and operate over 38,000 electric buses for Public Transport Authorities (PTAs) across India, at a total outlay of ₹3,435 crore.

The scheme is expected to facilitate the roll-out of electric buses from financial year 2024-25 to 2028-29, with operational support for up to 12 years from their implementation date.

By encouraging the shift from diesel and CNG buses to electric buses, the initiative seeks to reduce pollution and fossil fuel consumption, while lowering the operating costs of PTAs.

The plan, which recognizes the high capital cost of electric buses, encourages the use of a public-private partnership model. However, concerns about defaults on public-private partnerships had previously deterred original equipment manufacturers (OEMs) and operators from participating in this model.

The PM-eBus Sewa scheme addresses this problem by ensuring timely payments through a dedicated fund, managed by CESL, which will step in during payment defaults.

This ambitious initiative supports private sector participation in India’s transition towards greener public transport, while contributing to the country’s broader environmental goals under the Atmanirbhar Bharat mission.
