Calendar set for start of new universities and courses, government sets deadline for 2025-26

NEWS ABOVE: The Yogi government has set a schedule for establishing new colleges and institutes and starting new undergraduate and postgraduate courses in existing universities, apart from the Bachelor of Education course, in the academic session 2025-26.

As per this schedule, the last date for online submission of no-objection proposals for new courses in universities is fixed as December 15, 2024. Apart from this, time limits have been set for various processes including verification of land records and inspection reports.

The NOC will be issued online until January 31, 2025

State Higher Education Minister Yogendra Upadhyay said that from December 16, 2024 to January 20, 2025, the Revenue Department will verify the land records. The no-objection proposals received will be sent to the district magistrate for verification within 7 days and the verification report will have to be submitted online to the concerned university within a month. An online no-objection order will be issued until January 31, 2025.

The appeal can be submitted until February 10.

If there is an appeal against the decision of the university, then the appeal can be filed with the government until February 10, 2025, the disposal date of which has been fixed as February 20, 2025. The application for constitution of the board The inspection will be carried out before February 28, 2025 and the control board will be constituted by the university before March 5, 2025. The inspection report will be submitted before April 5, 2025 and membership will be granted before 20 April 2025. Appeals related to membership will be resolved before May 31, 2025.

Instructions for verifying land-related records.

Principal Secretary MP Aggarwal directed registrars of all state universities to verify land related records including Khatauni verification, union certificate and spot verification. He also ordered that if any objection is found to be unreasonable, it will be treated as such.

Regarding the formation of the inspection board panel, the presence of experts and member secretary will be mandatory and information about the inspection dates will be published on the portal. If the inspection is not carried out on the panel date, the application may be rejected. Annual records of the integrity and work conduct of panel members will also be maintained. The report submitted by the inspection board will conform to the mandate of the government and to ensure its purity and transparency, a committee constituted by the government may also carry out cross-checking.
