Central states will meet soon to discuss the launch of employment plans

The Centre will soon hold high-level meetings with all States and Union Territories to assess your readiness to implement the employment-linked incentive schemes announced in the budget, as well as certain labor reforms, including labor codes.

The 2024-25 budget has proposed three employment-linked incentive schemes, which will be administered by the Ministry of Labor and Employmentaimed at creating 29 million formal jobs.

The Ministry of Labour and Employment will hold a virtual meeting with states and UTs on Wednesday, followed by six regional meetings from August 30 to October 4, with a focus on labour codes, employment generation, integration of e-Shram portal and extension of social security benefits to construction workers and other construction workers, government officials told ET.

“The government wants to ensure smooth implementation of the employment-linked incentive schemes as well as labour codes. Since labour is a concurrent issue, the Centre wants all states to come on board before its implementation,” said an official.

The meeting is expected to look into the gaps and divergences identified in the draft rules of the states in relation to the core rules of the four labour codes to ensure uniformity. “Besides, the readiness of the states and union territories in other aspects of the requirements of the labour reforms will also be assessed,” the official said.

Labour Secretary Sunita Dawra chaired a virtual meeting with states in June to urge them to strengthen the draft rules in the four labour codes and align them with the central rules to avoid legal challenges after the codes are implemented.
