Free trip: Patna. The government has made arrangements for 20 km of free travel for local people on national highways, but this claim by the Highways Ministry has completely failed in Bihar. Leaving aside permission to travel 20 km on national highways passing through Begusarai district in Bihar, local people have to pay two tolls for a journey of 48 km even when the four-lane highway is not yet fully prepared. An NHAI official, on condition of anonymity, claimed that the distance between two toll plazas on the national highway should be 60 km, but this has been ignored here.
Gadkari has given a clarification in Parliament
According to departmental regulations, toll plazas operating at a distance less than 60 kilometres are considered illegal. Nitin Gadkari, Minister for Road Transport and Highways, Government of India, clarified this in the House and said that if it is indicated within 60 kilometres, then as per the Tariff Rules, 2008, the distance between two adjacent toll plazas should be at least 60 kilometres. It should be kilometres. If the toll tax is collected anywhere within a distance less than this norm, then it is illegal. Such toll plazas should be closed immediately. In Bihar, the ministry is turning a blind eye to its own rules. Despite millions of protests from the local population, the toll tax is being collected for many months now. The ministry is completely ignoring the norms. So far, no effective initiative has been taken in this regard by the government.
Collecting taxes without finishing the work.
Without completing the work of the Simaria-Khagaria four-laning project, the collection of toll tax by constructing a toll plaza at Shahpur has been started. In this case, not only the provision regarding the distance between two toll plazas is being ignored, but since the construction work of the four-laning project is in limbo, vehicle operators are not provided with the necessary facilities. Due to the siege of the flyover being constructed between Kapasya and Lohiyanagar Gumti Dhala in the city, vehicles can be seen crawling for a distance of about three kilometres, while vehicle owners and drivers claim that the speed is uninterrupted for 60 to 100 kilometres on all four lanes. There should be ease in operating the vehicle.
Waiting for the works to begin on the Muzaffarpur-Barauni Zeromile section
The most surprising thing is that despite the toll tax being collected at Murlitol toll plaza in Bachhwara for many years, the process of creating four lanes on the Muzaffarpur-Barauni Zero Mile stretch of NH-28 has not yet been initiated. For this, it has been announced many times since years that NH-28 from Muzaffarpur to Barauni Zero Mile will be made four lanes. Due to non-construction of four lanes, people of Begusarai and surrounding districts are suffering from road accidents involving vehicles.
