The Union Cabinet on Wednesday approved a proposal to set up the National Centre of Excellence (NCoE) for Animation, Visual Effects, Gaming, Comics and Extended Reality (AVGC-XR) on the lines of IITs and IIMs to anchor the animation ecosystem in the country.

With an aim to position India as a content hub for delivering next-generation content, thereby enhancing India’s soft power globally and attracting foreign investments in the media and entertainment sector, the centre will be set up in Mumbai as a Section 8 company under the Companies Act, 2013.

The Federation of Indian Chambers of Commerce and Industry (FICCI) and the Confederation of Indian Industry (CII), representing industry bodies, will be partners with the government in setting up the proposed immersive creators institute.

“The AVGC-XR sector today plays an indispensable role in the entire media and entertainment space, including film production, OTT platforms, gaming, advertising and several other areas including healthcare, education and other social sectors, thereby encompassing the overall structure of the country’s growth story,” Union Minister Ashwini Vaishnaw said during a press conference.

“With the rapid evolution of technology and increasing internet penetration across the country, coupled with one of the most affordable data rates, the use of AVGC-XR globally is set to grow at an exponential rate. To keep up with this accelerated pace, the National Centre of Excellence is being established to act as the apex institution to anchor the AVGC-XR ecosystem in the country,” he added.

In addition to offering specialized training and learning programs to equip both hobbyists and professionals with the latest skills in cutting-edge AVGC-XR technologies, the NCoE will also foster research and development and bring together experts from diverse fields such as computer science, engineering, design and art that can lead to significant advancements in the field of AVGC-XR.

“The centre will also focus heavily on the creation of Indian intellectual property, both for domestic consumption and for global dissemination, which will overall lead to the creation of content based on India’s rich historical and cultural heritage. In addition, the NCoE will function as an incubation centre by providing resources to foster startups and early-stage companies in the field of AVGC-XR. It will serve not only as an academic accelerator but also as a manufacturing or industrial accelerator,” Vaishnaw said.

“By positioning this NCoE as the driving force for the growth of the AVGC-XR industry, it will serve as one of the largest sources of employment for youth across the country. This will give a huge boost to the creative arts and design sector and make India the hub for AVGC-XR activities that promote the objectives of the ‘Atmanirbhar Bharat’ initiative,” he added.
