Dharmendra Pradhan launches workshop for internally displaced persons on institutional development plan

Union Minister of Education Dharmendra Pradhan A one-day workshop was recently launched for higher education institutions to create their Institutional Development Plan (internally displaced person) on Wednesday. The workshop, according to the University Grants Commission statement, aims to empower these institutions for academic and professional excellence under UGC Guidelines on Internally Displaced Persons.

In line with the National Education Policy (NEP) 2020, the PDI offers institutions a structured framework to define their vision, mission and objectives, with the aim of preparing students for future-oriented education at the institutional level. It further emphasized that the PDI should extend beyond mere documents and mission statements to actively contribute to the achievement of national goals and the fulfillment of youth aspirations.

Pradhan also noted that in the near future, we need to convert at least 5,000 existing higher education institutions into Centres of Excellence in emerging and relevant areas.

He added that these centres will be on the right path of national development if the IDP developed by the institutions focuses on entrepreneurship, skills and world-class research.

The workshop commenced with the esteemed presence of K Sanjay Murthy, Secretary, Department of Higher Education, Ministry of Education, Government of India; Professor M Jagadesh Kumar, Chairman, UGC; and Dr NS Kalsi, former Chairman, NCVET.

Around 200 heads of higher education institutions from across India participated in this one-day workshop. The workshop, which was held at the Indian National Science Academy (INSA) in New Delhi, coincided with the launch of the User Generated Content Compendium of Regulations. This compendium will provide essential guidance to institutions in formulating and implementing their institutional development policies.

The Ministry of Education has published the UGC Compendium of Rules. This compendium consolidates all the UGC rules, regulations and notifications issued from 1957 to December 2023.

This comprehensive resource is a valuable tool for higher education institutions and students alike, providing a single, accessible source for understanding the frameworks governing higher education in India.

The Minister expressed his enthusiasm for the compendium, which includes 15 rules, 87 regulations and 28 notifications.

The Compendium covers a wide range of subjects including inspection, eligibility of institutions for grants, return of information, budget and accounts, establishments, affiliation, autonomy, accreditation, admission and fees, specification of degrees and other miscellaneous matters. The compendium, which runs to over 1,100 pages, is available in PDF and e-book format on the UGC website, the statement said.

During his speech, the Secretary of Higher Education outlined various aspects of the IDP Guidelines, offering valuable insights on strategic planning, promoting innovation, strengthening research and development, building industrial collaboration, and promoting equity and inclusion.

In his speech, the UGC President highlighted the importance of the IDP as a roadmap for the growth and excellence of higher education institutions.

He highlighted how the IDP guidelines empower HEIs to take charge of their strategic development, promoting a culture of continuous improvement and ensuring they remain future-ready.

Following the success of the inaugural workshop in April 2024, this second workshop brought together experts and representatives from institutions across India to discuss strategies for effective IDP development. By providing a framework for setting clear objectives, allocating resources and monitoring progress, IDPs enable institutions to improve their quality, relevance and impact.

The former NCVET President also highlighted the essential elements, enablers and strategic objectives of the IDP. He stressed that the IDP is a visionary document that will guide higher education institutions to collaborate across disciplines and engage with their institutional objectives, strengthen the interdisciplinary framework and break down traditional approaches.

During the two thematic sessions of the workshop, participants had the opportunity to explore topics such as governance strategies, financial planning and management, human resources and support measures, networking and collaborative efforts, physical and digital infrastructure, research initiatives and intellectual property, innovative funding models, and curriculum development. Leading experts from industry, academia, and government shared their valuable insights and experiences on these essential areas, as mentioned in the release.

UGC Vice-Chairman Professor Deepak Kumar Srivastava expressed his gratitude to all the Vice-Chancellors, Nodal Officers, participants and officers for their contributions towards the success of the workshop. UGC Secretary Professor Manish Joshi reaffirmed the UGC’s commitment to provide comprehensive support to these efforts, ensuring sustained progress of these initiatives.
