New Simplified Pension Application Form for Retired Employees: What is Pension Application Form 6-A?

The government is set to introduce a simplified pension application form for its retired employees On Friday, according to an official announcement, the Department of Pension and Pensioners Welfare (DoPPW) issued a notification dated July 16, 2024, announcing the simplified pension application “Form 6-A.”

A statement from the Press Information Office dated August 29, 2024 indicated that the new pension application form, New Single Form Simplified pension application form 6-A, will be available in Bhavishya/e-HRMS to all Central Government employees who will retire in December 2024 onwards.

This new form is integrated with Bhavishya/e-HRMS. This new form and its integration with Bhavishya/e-HRMS will be launched on 30th August 2024.

What is Pension Application Form 6-A?

According to the PIB release, “A total of 9 forms/formats have been merged in this new form. The old forms/formats which have been merged are Form 6, 8, 4, 3, A, Form 1, Form 9, FMA and Zero Option Form. To incorporate this change, amendments have been made in Rules 53, 57, 58, 59, 60 of the CCS Pension Rules, 2021. The amendment has been notified after due process of consultation with all the stakeholders like Department of Expenditure, Department of Law and Justice, Controller General of Accounts, Comptroller and Auditor General of India, Department of Personnel and Training.” “This new form and the related changes in Bhavishya’s business process will be a game-changer, on the one hand simplifying the submission of the pension form for the employee to a single signature and on the other hand achieving end-to-end digitalisation of the entire pension processing process till the commencement of pension. Payment after retirement paves the way for paperless working in the entire retirement process. With a user-friendly user interface, the retiree no longer has to worry about forms that he has filled or may have missed,” he added.

Important points to know about Form 6-A

The Department of Pension and Pensioners Welfare has issued a gazette notification regarding Form 6-A on July 16, 2024. Below are some important points that you need to know about the new pension application form.

  • He Government official You will need to resubmit updated family data on Form 6-A at the time of retirement from government service.
  • Unless otherwise exempted by any general or special order of the Government, the pension case of a Government servant shall be processed through online mode (Bhavishya/e-HRMS) and retiring Government servants, who are on e-HRMS, shall file Form 6-A through e-HRMS (retirement cases only). Retiring Government servants, who are not on e-HRMS and for cases other than retirement (i.e. voluntary retirement, early retirement, permanent absorption in State Government/Public Sector Undertaking/Autonomous Body, invalidity, compulsory retirement and dismissal/removal from service), shall file Form 6-A through Bhavishya.”;
  • The public servant must submit the duly completed Form 6-A to the Head of the Office, no later than six months before his/her retirement date.
  • Whenever the above form is submitted by the spouse or any other member of the family, the government servant shall not be entitled to the benefit of commutation of percentage of pension until he himself subsequently applies for such commutation in accordance with the Central Civil Services Pension Commutation Rules, 1981.
  • “A public servant who retires or has retired for reasons other than retirement shall submit Form 6-A to the Head of the Office immediately after the competent authority has approved such retirement or the retirement has become effective, as the case may be.”
  • Whenever the above form is submitted by the spouse or any other member of the family, the government servant shall not be entitled to the benefit of commutation of pension until he himself subsequently applies for such commutation in accordance with the Central Civil Services Pension Commutation Rules, 1981.
  • Provided that there is no family member who is entitled to receive family pension in case of death of a Government servant, a family member in whose favour the Government servant has made a nomination for payment of gratuity may file Form 6-A in lieu of Form 10 and such family member shall indicate his bank account details in Form 6-A.
