Railway Recruitment through UPSC Civil Services, Engineering Service Exams: Center

The central government has restored the old policy of recruiting railway officials through the Civil Services Examination (CSE) and Engineering Services Examination (ESE) conducted by the Union Public Service Commission (UPSC). According to a memorandum issued by the Department of Personnel and Training (DoPT), recruitment through UPSC will begin from 2025. In 2023, the Ministry of Railways announced that it will carry out railway recruitment through Indian Railway Management Service IRMS exam which replaces the recruitment process through UPSC.
In 2019, the cabinet approved restructuring by merging 8 existing departments of Indian Railways into new services known as “Indian Railway Management Service (IRMS)”. From 2023, Indian Railways and UPSC with UPSC decided to recruit Indian Railways Group A officers through a separate examination called Indian Railway Management Service Examination (IRMSE).
“The Ministry of Railways, in consultation with UPSC and DoPT, has decided that recruitment for the Indian Railway Management Service (IRMS) will be done through a specially designed examination (IRMS Examination) to be conducted by the UPSC from from the year 2023 onwards,” said the official statement issued by the government in 2023.
However, the Indian Railways had to do a 180-degree turn in its decision after facing lack of technical staff to conduct the recruitment exam.
The DoPT deputy secretary issued a memorandum to the Railway Board chairman stating that the department has given “in-principle approval” for recruitment through UPSC-ESE and UPSC-CSE.
Two recruitment batches are being trained through IRMS but are yet to be assigned job profiles.
