Ranchi News: A special general meeting of the Jharkhand Administrative Services Association was organised at the Sports Village of Tana Bhagat Stadium, Ranchi on Tuesday. The union members discussed issues like restructuring of the Jharkhand Administrative Service, time-bound promotions, equivalency of non-SCS Deputy Collectors of Jharkhand, etc.

JHASA President Ranjita Hembram elaborated on the efforts made by the association so far. She said that the strength of the Sangh lies only in unity. Therefore, being a large cadre, we will have to show unity in every situation despite natural differences. She reiterated her resolve to firmly raise other pending issues like restructuring of the State Administrative Service, time-bound promotions and ending departmental action against any officer within one year before the government. Regarding the doubts arising among the members over the proposed restructuring of the State Administrative Service, she clarified that JHAS will not accept the model of restructuring of the Jharkhand Administrative Service on the lines of Bihar.

The officials advocated reorganisation of the Jharkhand Administrative Service, but the members also reiterated that the service should not be reorganised on the Bihar model. Because in view of the problems faced in Bihar after converting the State Civil Service into the Premier Service, the officials in Jharkhand are sceptical about such a model.

Presenting their views, JHASA members said that if the government is thinking of reorganising the Jharkhand Administrative Service, then it is a very positive thing. But the draft proposal for reorganisation of JAPRES should be made public and the opinion of JAPRES officials should be taken. The Premier Service should be finalised only after due discussion on the interests and disadvantages of the JHAPR cadre.

The meeting unanimously opposed the current tradition of considering the 15% ceiling fixed for induction of non-state administrative service officers into the Indian Administrative Service as the regular quota.
Recently, the union also expressed its displeasure over the decision taken by the government regarding equivalence of non-administrative service officers of Jharkhand with the sub-collector.

It was also decided to apprise the state’s policy makers about their concerns and sentiments on various issues raised by the officials in the general meeting. Keeping in view the interest of the Jharkhand Administrative Service, all contemporary issues have been raised at appropriate forums of the government. If the government does not accept their logical demands, Jhasa will soon be forced to launch a massive protest.
