Telecom regulator Trai on Tuesday ordered telecom companies to disconnect all telecom resources of unregistered telemarketers making spam calls and blacklist them for up to two years.

Trai has also asked telecom companies to immediately comply with its latest directive and submit regular updates on the steps taken in this regard every fortnight.

Giving its directive to telecom companies, Trai said this “decisive action” is expected to significantly reduce spam calls and provide relief to consumers.

Trai said in a statement that it has issued “directives to access providers to disconnect all telecom resources of unregistered senders found to be making spam calls and to blacklist such senders as per the Customer Preference in Telecom Commercial Communications Regulations, 2018.”

To this end, Trai has directed all access service providers to stop promotional voice calls, whether pre-recorded, computer-generated or otherwise, from all unregistered callers or telemarketers (UTMs) using bulk connections or other telecommunication resources.

“…All promotional voice calls from unregistered callers/unregistered telemarketers (UTM) using telecom resources (SIP/PRI/other telecom resources) will be stopped immediately,” Trai said.

If any unregistered telemarketer or sender is found to be misusing telecommunication resources to make commercial voice calls in violation of regulations, thereby generating consumer complaints, the primary telecommunication service provider will disconnect all its telecommunication resources for a period of up to two years.

In addition, such unregistered entities will be blacklisted for a period of up to two years.

“…The information about the blacklisting of the sender will be shared by the OAP (Originally Access Provider) with all other access providers on the DLT platform, within 24 hours, who will, in turn, disconnect all telecom resources provided by them to that sender within the next 24 hours,” Trai said.

No access provider would allocate them new telecommunications resources during the blacklisting period.

“All unregistered senders/unregistered telephone operators (UTMs) using SIP/PRI/other telecom resources for making commercial voice calls to citizens shall migrate to DLT platform within one month of issuance of this directive and submit compliance report within seven days,” Trai said.

The Telecom Regulatory Authority of India (Trai) has directed all telecom companies to comply with its latest directive and submit regular updates on the actions taken on the first and sixteenth of every month.

The meeting, chaired by Trai Chief, was attended by Chief Regulators of Airtel, BSNL, Quadrant Televentures Limited (QTL), Reliance Jio, Tata Teleservices Limited, Vodafone Idea Limited and V-CON Mobile & Infra Private Limited.
