UGC introduces new registration procedure for open and online learning programmes

The University Grants Commission (UGC) has implemented a new registration procedure for students seeking admission into Open and Distance Learning (ODL) and Online programmes for the academic year 2024-25.

UGC Chairman Mamidala Jagadesh Kumar said the change was aimed at ensuring that students were enrolled only in higher education institutions (HEIs) approved to offer ODL and online programmes and to improve transparency in the admission process.

As per the new regulations, students will be required to register on the UGC Distance Education Bureau (UGC-DEB) web portals: deb.ugc.ac.in and deb.ugc.ac.in/StudentDebId and create a unique DEB-ID using their Academic Credit Bank (ABC)-ID.

He added that this DEB-ID will be mandatory for all students and will remain valid for life. “This DEB-ID will be mandatory for all students enrolling in recognized ODL/Online programs, except for foreign students, and will remain valid for life. Higher education institutions are urged to implement this new admission process efficiently and promote it among new students to ensure successful adoption and operation,” Mamidala added.

He also said that the User Generated Content (ODL programs and Online Programs) The 2020 Regulations established the minimum requirements for higher education institutions to offer programs in online and distance learning modalities.

An annual list of universities approved by the commission to offer online and distance learning programs is available at UGC Distance Education Agency website.

The move comes after several higher education institutions admitted students into unrecognised programmes, thereby putting their future at risk. The commission, at its 581st meeting held on 25 June 2024, decided to standardise the admission procedure for students enrolling in ODL and online mode in order to increase transparency in ODL and online admission.

The UGC aims to safeguard the academic future and career prospects of students and ensure that they enroll only in approved higher education institutions (HEIs) that offer ODL and online programmes.

The new regulations will come into effect from September 2024 and all stakeholders have been informed to comply with the new change. Higher education institutions are requested to expedite the smooth implementation of the new mechanism and promote it among new students to ensure its successful implementation.
