The Punjab and Haryana High Court has stayed the decision of Baba Farid University of Health Sciences (BFUMS) and the Punjab government under which changes were made in the admission rules for MBBS and BDS courses under NRI quota. The High Court said in its order, ‘After hearing the arguments, we have come to the view that the case for interim relief is warranted. Till the next date of hearing, the admission process will continue as per the schedule prescribed in the prospectus. A bench of Chief Justice Shaal Nagu and Justice Anil Kshetrapal gave this order on the petition of Geetan Verma and several other students seeking admission. The next hearing of the case will be on September 2.
According to the Times of India news, the petition said that Baba Farid University and Health Sciences had issued a prospectus for admission into UG medical courses on behalf of UT Chandigarh and Punjab state in which the last date of UG quota was fixed. was 16 years and that of Punjab state was 16 years. It was said to be August 15. According to the report, the petitioners said that after submitting the form, on August 20, the state government illegally changed the NRI quota rules midway through the admission process. In this regard, if the NRI quota seats remain vacant, candidates who are close relatives of NRIs will be able to take admission in MBBS from NRI quota.
The petitioners also alleged that another notification was issued on August 22 in which a 15 per cent NRI quota was suddenly created in an institution. General quota seats were reduced to this quota in Dr BR Ambedkar State Institute of Medical Sciences, Mohali.
Senior advocate Amit Jhanjhi, appearing for the petitioners, said that the admissions should be done as per the prospectus issued by BFUHS regarding MBBS BDS admission. There should be no change in between.
The first choice of NEET toppers for MBBS is Delhi AIIMS and second is JIPMER.
Around 185 NRI seats for MBBS and 196 seats for BDS are admitted under NRI quota in all medical and dental colleges of Punjab. The fees for an MBBS seat in government and private medical colleges are around Rs 92 lakh and for a BDS seat is around Rs 36 lakh. 15 per cent of the total seats in private and government medical colleges of Punjab are reserved for NRI quota candidates.
Preference for relationship with NRI-
1) The father’s real brothers and sisters, that is, the real uncle and aunt.
2) The mother’s real brothers and sisters, that is, the maternal uncle and aunt.
3)- Father and mother of the father, that is, grandfather and grandmother.
4) Father and mother of the mother, that is, maternal grandfather and grandmother.
(5) First degree cousins on the father’s or mother’s side.
As per the existing provisions, NRIs or children of NRIs originally belonging to Punjab and Indian states other than Punjab can apply for admission to MBBS and BDS courses under the NRI quota. As per the rules, the person sponsoring the student must be a first-degree relative of the student and should generally be living abroad as an NRI.
